As a State Senator representing Baltimore and Harford Counties over the past ten years, I have worked diligently to reflect the values of the hardworking families who placed their trust in me.
When I first ran for election in 1998, I pledged that I would oppose tax increases. I have done exactly that. And, as the only physician in the State Senate, I have a unique perspective on how to provide access to quality healthcare for all of our citizens.
As the father of five very active children, I understand the need for high quality education. That is why I sponsored legislation to reduce class sizes and improve the ability of teachers to provide one-on-one instruction in our public schools.
I also believe that we must protect for our children and grandchildren the precious natural resources that we have inherited, like the Chesapeake Bay. So I fought to ban the dumping of material dredged from the bottom of the Harbor and filled with pollutants into our Bay.
