2008 Maryland Taxpayer Protection Act

Protects Maryland taxpayers by requiring two-thirds of the members of the Senate and House to approve any tax increases or new taxes. Unfortunately, this bill never received a vote.

Senate Bill 31 - State Employees - Military Administrative Leave - Sunset Extension

SB 31 extends a program I initiated allowing for the use of military administrative leave for State employees on active military duty. It was signed into law by Governor Ehrlich on April 26, 2005.

Senate Bill 47 - Law Enforcement Officer Protection Act

SB 47 establishes intentionally causing physical injury to someone one knows or has reason to believe is a law enforcement officer as felony second degree assault. It was signed into law by Gov. Ehrlich on May 10, 2005.

Senate Bill 217 - Research and Development Tax Credit

SB 217 extends the sunset date for the research and development credits granted to qualified businesses, and limits to seven the number of years unused credits can be carried forward. It was signed into law by Gov. Ehrlich on April 26, 2005.

Senate Bill 351 - Public Health - Children - Notice of Drinking Water Contamination

SB 351 requires water suppliers to provide written notification to public schools, noncollegiate private schools, family day care centers, and child care centers when the water supply is not in compliance with State drinking water. The schools and centers must send written notification of the problem to the parents and guardians of enrolled children within 10 days after receiving notice from the water suppliers. Notifications from the schools and centers must identify the contaminants and their levels and describe the way the school or center will deal with the problem. Gov. Ehrlich signed the bill into law on May 10, 2005.

Senate Bill 502 - Agriculture - Critical Farms Program

SB 502 provides for the establishment of a Critical Farms Program to provide interim or emergency financing for the acquisition of agricultural preservation easements on critical farms that would otherwise be sold for nonagricultural uses. The bill became law when signed by Gov. Ehrlich on April 26, 2005.

Senate Bill 415 - Hurricane Isabel Disaster Relief Act

SB 415 established a Hurricane Isabel Housing Rehabilitation and Renovation Program to provide low interest loans and credit enhancement to rehabilitate or rennovate primary residences and offer other forms of financial assistance to those affected. Governor Ehrlich signed the bill into law on March 29, 2004.

Senate Bill 604 - Maryland Spam Deterrence Act

Senate Bill 604 prohibits a person from sending multiple commercial electronic mail (e-mail) messages under specified circumstances from a protected computer. Violators are subject to criminal and civil liability. The bill became law on May 26, 2004 when signed by Governor Ehrlich.

Senate Bill 550, Health - General - Nursing Referral Service Agencies - Licensing

SB 550 creates a licensing program for nursing referral service agencies in Maryland. Nursing referral service agencies assist the community by connecting nursing service providers with the patients who need their care. The bill became law on April 27, 2004 when signed by Governor Ehrlich.

Senate Bill 32, Student Financial Assistance - Deferment from Service Obligation

SB 32 requires the Office of Student Financial Assistance within the Maryland Higher Education Commission to grant a deferment from the service obligation component of a scholarship to an individual assigned military duty outside the State or to that individual's spouse. The bill became law on April 26, 2004 when signed by Governor Ehrlich.

2007 - SB 74 - Baltimore County Eminent Domain - Limitation on Condemnation Authority

This bill will stop the government's ability to seize private property and turn it over to developers in Baltimore County. It allows eminent domain takings of property only for public use- roads, schools, parks, utilities, etc.

2007 - Merit Based Pay for Teachers

Teachers working in challenging schools will love this encentive program! It will be funded by private sources and only with teacher approval.

2007 - Absentee Ballots - Mailing Deadlines

Numerous voters were disenfranchised during the 2006 election when they did not receive their absentee ballot. This legislation will require the Board of Elections to mail absentee ballots in a timely fashion and thus guarantee voters an opportunity to vote.

2008 Prohibition on Illegal Aliens from Receiving In-State Tuition Status

This bill would prohibit illegal aliens from receiving instate tution at our public colleges and universities. Although it did not pass, I was able to stop a measure that would have allowed illegal aliens from getting instate tuition

2008 Fallen Soldier Privacy Act of 2008

This bill was signed into law on May 22, 2008. This law protects the name and reputation of our soldiers killed in the line of duty. Names and photos may not be used without the consent of family members.

2008 Chesapeake and Atlantic Coastal Bays 2010 Trust Fund and Nonpoint Source Fund

April 24 this bill was signed into law. This measure will ensure funding continues to be distributed to programs that improve the health of the Chesapeake Bay.
