John Cluster Will Seek House of Delegates Seat in 2010
Former Delegate John W. E. Cluster, Jr. will seek to return to the Maryland House of Delegates in 2010, campaigning as a Republican for the Eighth Legislative District, which includes northeastern Baltimore County.
Cluster served in the Maryland House of Delegates from 2003 to 2007.A strong supporter of public safety, he is veteran of the Baltimore County Police Department, rising from patrolman to Sergeant, where he led one of the county’s S.W.A.T. teams. He later worked for the Department of Juvenile Services as the Director of Capital Planning and Facilities Management.
During his term in the Maryland House of Delegates, Cluster successfully helped secure more than $25 million to develop streetscape projects in Overlea, Parkville, Perry Hall, and Rosedale. He and Delegate Joe Boteler successfully persuaded Governor Ehrlich to begin the process of closing down the troubled Hickey School detention center, a decision reversed by Governor O’Malley.
"During my term in the House of Delegates, I produced results for northeastern Baltimore County," Cluster noted. "Unfortunately, for the past two years, most legislators in Maryland have blindly followed Governor O’Malley down the path of more government spending and more higher taxes".
"The O’Malley administration has been a disaster for northeastern Baltimore County. Delegates Eric Bromwell and Todd Schuler supported Martin O’Malley when he ran for office, and their votes keep tax and spend leaders in charge of the House of Delegates, We desperately need checks and balances in Annapolis, not more votes for O’Malley and his lieutenants, " Cluster noted.
A life long resident of Baltimore and Baltimore County Cluster has always been active in his community. He has been a member of the Fraternal Order of Police Lodge #4 since 1975. He is a former member of the Board of Directors for the Baltimore County Lodge #4. Additionally, he served as President of the Parkville Business and Professional Association from 2000 to 2003 and was a member of the Loch Raven Recreation Council and the Parkville Recreation Council.

John Cluster has been serving the citizens of Baltimore County for most of his adult life.
John joined the Baltimore County Police Department as a Cadet in 1974, just two years after graduating from Catonsville High School. John served as a patrolman from 1975 to 1979 in Precinct 3 (Garrison) and Precinct 9 (Fullerton). In 1980, John was promoted to Corporal and assigned to lead the Selective Enforcement Unit in Precinct 3, Precinct 9, and Precinct 8 (Parkville). John received a promotion to Sergeant in 1983 and was assigned to Precinct 12 (Dundalk). In 1984, John joined the Tactical Squad (S.W.A.T.) where he served until he retired.
After retiring from the Baltimore County Police Department, John continued to work for the community while he worked in private industry and worked in the family business in Parkville. John also served as president of the Parkville-Carney Business and Professional Association from 2000-2003.
John was appointed to the Department of Juvenile Services by Governor Robert L. Ehrlich, Jr. in 2003 as Director of Facilities. In 2003, John was appointed to fill the seat of Delegate Alfred W. Redmer, after Delegate Redmer was appointed to be the Insurance Commissioner.
“Family” is a profound aspect of John’s life. John married his sweetheart, Carla Inners of Perry Hall in 1975 and they have been together ever since. Carla and John raised their two children, Whitney (29) and Joe (27) in their Parkville home. Both of their children attended Baltimore County Schools and graduated from Parkville High School.
While his kids were growing-up, John coached and coordinated fundraising in the Loch Raven and Parkville Recreational Councils for fourteen years. He and Carla helped to found and organize the “After Prom” parties at Parkville High School, which they continued to organize for seven years. In addition John also started after school dances for Parkville High School, which continues until today.
John is a member of Hiss United Methodist Church; Jephtah 222 A.F.&A.M.; Fraternal Order of Police Lodge #4; Baltimore County Retired Police Association; and Sons of the American Legion, Post 183.
