Fiscal Responsibility and Lower Taxes
Delegate Hogan worked with the Governor to make state government more efficient. They were able to turn an inherited $4 Billion budget deficit into a nearly $2 Billion budget surplus
Delegate Hogan also voted against millions of dollars worth of tax increases that would have taken more money out of the pockets of hardworking Marylanders.
Education
Delegate Hogan has helped secure record increases in education funding for Frederick County. He will continue to fight for Frederick's fair share of state money, so our children have every resource they need to learn and succeed.
He also co-sponsored legislation to improve teacher pensions to attract and retain good, qualified teachers in Maryland.
Delegate Hogan was pleased that Frederick County received nearly $20 million for school construction projects in the fiscal year 2007 budget, funding that he actively lobbied for.
Transportation
Delegate Hogan is committed to making our roadways safer and less congested. He has helped bring millions of dollars for new road projects in Frederick, including $90 million for the construction of the new I-70 interchange at Route 85 and the East Street extension.
Delegate Hogan understands how difficult commuting through traffic is, so he will continue to find solutions through road expansion and mass transit.
Environment
As a member of the Environmental Matters Committee, Delegate Hogan has many opportunities to positively impact our environment.
He helped rally support for a bill which he co-sponsored, entitled the Chesapeake Bay Restoration Act. This piece of legislation is aimed at cleaning up wastewater treatment plants across the state, which will significantly reduce harmful pollutants in the bay. It has been labeled the most significant step toward saving the bay in 30 years.
Delegate Hogan supported record investments in Program Open Space to preserve environmentally sensitive land across Maryland. The fiscal year 2007 budget included $361 million for Program Open Space and other land conservation programs. Delegate Hogan also co-sponsored the Agricultural Stewardship Act, a bill which establishes programs meant to preserve farmland and farming in the state. That bill also provides incentives to farmers that will help to improve water quality in Maryland’s rivers and streams.
Delegate Hogan also voted for the Healthy Air Act, which is the most significant air pollution initiative in Maryland history. It requires the reduction of four harmful air pollutants from power plants across the state.
Property Rights/Eminent Domain
Delegate Hogan has led the fight in the state legislature to protect private property from government taking through the power of eminent domain. After the controversial Supreme Court decision in Kelo vs. New London, which allowed government to take property and use it for private development, Delegate Hogan has been working to restrict that power.
Growth
The issue of growth and development is one of the most widely debated topics in Frederick County. Delegate Hogan feels that new growth should not occur without sufficient infrastructure. The impact on schools, roads, water, public safety and the environment must be considered before development occurs.
Delegate Hogan successfully negotiated a compromise in his committee on land management legislation to help communities like Frederick manage their growth and ensure the proper steps are taken before allowing new development.
